Non-fulfillment of demands disappoint ATA
ITANAGAR, Oct 16: Arunachal Teachers' Association (ATA) has expressed its extreme disappointment and displeasure over state government's alleged apathetic attitude in fulfilling various long-pending demands of the teachers' association.
ATA has been demanding complete bifurcation of Elementary and Secondary Education from block to district level with creation of DDEE, DDSE & SEO posts, creation of Principal & HM/VP posts, Single Entry Grade of teachers, notification of BEO RR, conduct of DPC twice in a year for all categories, Group 'B' Gazette Status for PGT and modification of TGT RR etc.
ATA lamented that all of its demands are lying unattended despite repeated pleas in forms of memorandum and representations to the state government.
The State Government should take the matters seriously and redress all the pending issues and demands immediately.
While welcoming the salary release, ATA appealed to the state government to address the long pending demands of SSA teachers, who are living in utter hopelessness due to job insecurity.
"Out of 6527 SSA teachers in the state, at least 60 percent of them have reached the age of 40 plus. If present phase of regularization process continues then it would take more than 100 years to accommodate such a large number of teachers," ATA said, and appealed to the state Govt. to bring forth a fitting and enduring mechanism to permanently resolve the issue.
ATA also suggested the State Govt. to invite the agitating AASSATA members for a round table discussion and resolve their genuine demand so that the academic activities are not hampered.

Legalize collection of Paris Polyphylla
Monday Musing
[ Azing Pertin ]
Seizure of illegally collected Paris Polyphylla across Arunachal is reported on a regular basis with authorities confiscating the smuggled rhizome every now and then. The period is usually between April to September when this rare but highly valued wild medicinal plant blooms.
According to media reports, 50 Kgs of Paris Polyphylla was seized at Seppa on May 28, 2016, while on June 5, around 170 kgs of Paris Polyphylla were confiscated in a police raid at Roing. Wildlife authorities again intercepted Paris Polyphylla at Monipoliang near Ziro on Sep 8. Further, on Nov 3, 2015, a police and forest team led by DFO Banderdewa caught around 260 Kgs of the dried rhizome from a Dimapur bound bus at the Banderdewa check gate. The above reports could be the tip of the iceberg while the mountains and jungles of the state have been almost emptied from the medicinal plant by the smugglers.
The lack of awareness of the local communities on the ban on trade of Paris Polyphylla collected from the wild is a big hindrance for the conservation of the rhizome which fetches high price in the South Asian markets. Reportedly the rhizome is used to make medicines for brain tumor, snake bite and even used to make aphrodisiacs. Locally known as Kala Katchu or Jungli Katchu, a kilogram of the species can fetch up to Rs.5000 in the local market.
Concerned with its illegal marketing, Arunachal Pradesh State Medicinal Plants Board (APSMPB) had written to all the DCs for banning the collection and trading of Paris Polyphylla in 2012 and 2013. Accordingly, DCs had issued prohibitory orders against extraction and sale of the rhizome.
Paris Polyphylla is protected by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) a multilateral treaty to protect endangered plants and animals. Accordingly the threat to survival of Paris Polyphylla in the wild is to be protected from its international trade.
Over harvesting and unscientific collection of rhizome before the maturity of the seeds and rhizome poses great threat to the regeneration of the plant. Many people residing in the places where the plant grows want the government to legalize and regularize its collection. If regularized, authorities could levy fines and compensation for illegal collection of the rhizome.
In the neighbouring Bhutan, the government has regularized the collection of Paris Polyphylla. The locals are allowed to collect the rhizome with permits during a certain period and are dealt as per the fixed provisions and fines imposed as penalties.
Although the APSMPB had issued permits to individuals for trading medicinal plants like Paris Polyphylla in 2015, but it was stopped in early 2016.
APSMPB, Member Secretary, Tapu Gapak informed that the board had to stop giving the permits as people were misusing it by trading medicinal plants particularly Paris Polyphylla, which were procured illegally from the wild.
"The actual purpose was to encourage cultivation and trading of cultivated medicinal plants, but we had to stop issuing the permits viewing the huge amounts of illegal Paris Polyphylla being trafficked," he said.
Working for the last many years in profiling and documenting the medicinal plants of the state, Dr. Dekbin Yongam, Scientist at APSMPB shared that the scientific cultivation techniques of Paris Polyphylla is yet to be deduced across the world.
"The dormant character and very slow growth rate of the plant is a restraint to its cultivation but it can give rich profits if taken up with patience and dedication," he adds.
A progressive farmer who has been cultivating Paris Polyphylla for the past three years at Komkar under Upper Siang district, Vijay Taram is of the opinion that the state government with the Centre should regulate the collection of the rhizome and fix a Minimum Support Price for the medicinal plant so that the local farmers are not at a loss after cultivating it and black marketers do not exploit.
Citing the prevalent situation where the middlemen for Chinese and other South Asian markets buy Paris Polyphylla at Rs.6000 per kilogram in Pasighat, a dejected Taram said, "It was futile of me to try selling the produce in Mumbai at Rs.3000 per kilogram."
He further added that the government could help a lot by providing fencings to the farmers so that Mithuns don't eat up the cultivation.
Conserving Paris Polyphylla in the wild and reaping profits by its cultivation needs determined efforts by the local communities where it is found and support from the government with appropriate strictures placed.

Ensure timely release of salary

Chief Minister Pema Khandu on Saturday announced to release Rs 53 crore to clear all the pending salaries of SSA and RMSA teachers. He made this announcement while speaking at the Silver Jubilee Chindang Celebration of Sajolang community at Nafra. The CM’s announcement comes just days after All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) declared to stage seven days Pen/Tool Down strike seeking release of pending salaries and fulfillment of their other demands.

AASSATA has been agitating for quite some-time while demanding for the batch wise regularization, enhancement of in-service SSA teachers’ salary and early release of two months pending salary. The announcement of CM is seen as a move to counter ASSATA’s proposed dharna. It has become usual routine that government releases pending salaries of SSA teachers only when the teachers start agitations. The delay in disbursement of SSA and RMSA teachers is matter of deep concern. This problem has been going on for the last many years. Government will have to work out a solution at the earliest. It is unfair to expect teaching community to give their best when they are not regularly paid their salaries. They also have the families to feed. Constant fight for their hard earned salaries will put immense mental pressure on these teachers. Government of Arunachal should find a long term solution and ensure regular disbursement of salaries.

Millions of Hungry Indians

Dear Editor,

Interestingly, 16th October is observed every year as World Food Day and 17th October as International Day for the Eradication of Poverty. Indeed, they should stand hand in hand as the former is totally meaningless without the latter. Unfortunately, ours is such a glaring example where poverty separates hungry mouths from food. Astronomical amount of food gets lost in India where millions go hungry.

Just published Global Hunger Index 2016 has ranked India 97th (!) among 118 countries with one in three children facing stunted growth and 15 per cent of the population undernourished from lack of food. India where 194.6 million people go hungry everyday, is placed even behind Bangladesh, Nigeria and Rwanda.

Now comes the irony. Another recent report says that the value of food lost in India is nearly two-thirds of what it costs the government to feed 600 million poor Indians.  Why do our brothers and sisters starve in the midst of food wastage? We are to satisfy ourselves with the answer that they are too poor to buy even the minimum food. But why are they so poor? The answer is also "blowin' in the wind". They are either unemployed or underemployed.

Thanks to much hyped disinvestment policy that has become India's talisman since 1991 for both UPA and NDA governments, employment to population ratio has, alarmingly, come down from 58.6 per cent in 1994 to 52.2 per cent in 2013. Indeed, a downfall of 6.4 per cent! The result is a lopsided, malignant growth. While the richest 10 per cent of our population has 76.3 per cent of nation's wealth, more than half of our population is reeling with a meagre 4.1 per cent. Hunger and malnutrition are  created by structural poverty and inequality. So, without 17th October (Eradication of Poverty), 16th October (Food) means just wastage in our country.

Yours,

Sujit De, Kolkata

Schools in Wakka circle needs attention

Dear Editor,

I would like request the Education Minister for prompt and decisive action to solve some of the prevailing grievances of the schools running in his home constituency. Ever since the formation of the Congress government in Arunachal Pradesh in 2009, it is learnt from the media reports that the Local MLA had led a team delegation of Panchayat leaders and public leaders on different occasions to appraise the then Education Ministers to sort out some genuine problems of the area and they had responded positively. But, the result has not yield fruit and people are still left with hope of good times to come.

The government schools at Wakka, Pongchau and Longchan under Longding District were up graded to higher secondary and secondary respectively in the year 2009 by the initiative of the local MLA to meet the demands of the students and public. However, though the news of up gradation was welcomed by the people but psychologically it has become a cause of mental harassment for the student community.

Two former Education Ministers had earlier promised to send five junior teachers (JT) along with two Principals and a headmaster to the mentioned schools but such promises were never fulfilled since the last seven years. These technical and administrative failures of the department have caused grave stress and confusion especially to the class X students and their parents.

The up gradation has also become an obstacle especially during the time of admissions in class XI.  Because of the education system, students have to complete their class xi and xii in the upgraded schools.

The Govt higher secondary Longding stopped admitting the students coming from the Wakka and Pongchau. But, since up gradation was only in the papers with no infrastructure progress and practical solutions, the schools were not in a position to start a new academic session. Every year the students are asked to stay back until an order comes from the Directorate of Education, Itanagar permitting them to be admitted.

In such situations, many students have dropped out of schools and other students are faced with mental harassment during the admission time. One clear example to support my point is that the Govt. higher secondary, Wakka runs with just eight teachers to manage the whole show along with clerical job. Such instance has been drawback for the schools to perform better academically and performance has been relatively very low.

Besides the mentioned problem, the government primary schools at Longkai, kaimoi, Ngissa, Khogla, Kaiho, Wakka, Chop are in pathetic conditions which need immediate attention and renovation. There is urgent need of furniture and maintenance at Longkai, Khogla, Ngissa and Wakka schools.  Students are found sitting on the floor. Few months back the youths of Khogla village had complained to the DDSE, Longding regarding their long absentee teacher.

The teacher said that he does not have proper accommodation and the school is in dilapidating condition. When all the schools were opened by June in our state, govt. primary School, khogla was yet to be opened even in the month of July.  Likewise many other schools might be facing grave problems of teacher shortage, infrastructure and other requirements. The people are looking forward seriously for some progress and development of the government educational institutions in our area.

Yours,

Nepha Wangsa
